Overview​

At present, there are three factoring groups that control all Internet content within Europe:

  1. Region-wide Organisations
    - e.g. the EU
  2. Individual Country Actions
    - i.e. the differing Internet regulations and cultures within each.
  3. Companies
    - e.g. ISPs and search engines (Google, Yahoo, Bing, etc.)
Region-wide Organisations

Collectively, European governments have actively promoted technical surveillance measures for tracking cases of online media content copyright infringement. Most importantly, in spite of there being no solid EU-level regulation, most individual European governments -- instead of passing specific regulations -- are opting to self-regulate, choosing to pressure individual companies and media streaming providers to "voluntarily" regulate their content to not infringe upon copyright laws. 

Individual Country Actions

Countries within the European Union (EU) are working slowly but steadily on reaching harmonised Internet cyber law regulation across all European governments. This is of course a very slow and tedious process, what with the vastly different cultures and pre-established regulation frameworks in each, however this process is more and more becoming a place where very big decisions regarding European Internet filtering and -- most importantly -- Internet monitoring are being made. It's also worth noting that surveillance of online communication nationwide throughout many major European countries (Sweden, Finland, France, Italy and Poland, to name but a few) has reached a level that would be objectively defined as "controversial", since in many cases such surveillance is overstepping the scope formally decided upon by the EU.

Companies

Parent media corporations (in movie, TV and music) that own copyright/distribution rights to content that is shared, streamed and otherwise made available online in Europe have actively urged the EU to pass bills requiring Internet Service Providers (ISPs) to monitor and block cases of copyright infringement.

Despite this, the EU as a whole entity has not reacted with any urgency; with individual countries therein being much more proactive with such actions. An example of this being the case of the French government establishing the "High Authority for Copyright Protection and Dissemination of Works on the Internet" to specifically monitor the Internet for sharing of illegal files - with repeat file sharers eventually having their Internet access blocked.​

Countries

Austria​

Austria does not appear on any of the major "Internet Freedom" classification lists like the OpenNet Initiative (ONI), Reporters Without Borders (RWB) or any Freedom on the Net reports, so no comparative grading can be given to the country's health in this respect. 

In recent years, the IFPI Austria has taken action to request having several file sharing websites blocked, but overall the Austrian Government respects the privacy rights of an individual both offline and online, with Austrian law prohibiting any interference in this.
